About Thomas P. Miller
An Indiana-based entrepreneur since 1989, Tom Miller is a results-oriented, client-focused leader who’s hand-on and
implementation-based approaches truly distinguish his team of consultants. In 18 years since founding Thomas P. Miller and
Associates (TPMA), Tom Miller has made a fine art out of matching people to resources. His extensive background in economic

Tom has personally worked with clients from Indiana and around the country. His client base has included university
partnerships, regional development corporations, and private foundations. His client engagements have included Eli Lilly and
Company, the Central Indiana Corporate Partnership, Indiana Health Industry Forum, Indiana Technology Partnership, Kansas City
Area Life Sciences Institute, and various higher education programs such as Ball State University, Florida A & M, Purdue

Economic Development planning and implementation are core TPMA business activities. Our clients include colleges and
universities, non-profits, communities, counties, regions, and states. For example:
Indiana Economic Development Corporation (IEDC)
TPMA was engaged by IEDC (formerly know as the Indiana Department of
Commerce) in the development of Indiana’s new economic development plan, released in April of 2006. The plan has a strong
regional focus, embraces traditional business attraction and retention strategies, while also focusing special attention
on driving innovation, entrepreneurial initiatives and human capital strategies. The “Accelerating Growth” plan is
action focused, with an aggressive implementation agenda.
Private Sector Interaction
Although a modest portion of our business base, TPMA assists businesses with their community engagement activities and will assist in site location decisions and incentive negotiations.
